NOAA & U.S. Coast Guard Publications
The history of the National Oceanic and Atmospheric Administration (NOAA) dates back to 1807 when President Jefferson founded the Survey of the Coast to provide nautical charts to the maritime community for safe passage into US ports and along our coastline. NOAA is considered America’s environmental intelligence agency. On the other hand, the National Geospatial-Intelligence Agency (NGA) was established to provide world-class geospatial intelligence. Anyone who sails a U.S. ship, flies a U.S. aircraft, or even navigates with a mobile phone relies on NGA. Together, NOAA and NGA supply mariners with the nautical publications they need to help them navigate and comply with maritime regulations.
Every vessel should carry the charts and publications required for its safe operation and navigation. U.S. flag state vessels meeting the applicability parameters in §33 CFR 164.01 are required to comply with federal carriage requirements for nautical charts and publications as found in §33 CFR 164.33 and §33 CFR 164.72.
In addition, SOLAS Chapter V, Regulation 19.2.1.4 states that all SOLAS class ships irrespective of size shall have nautical charts and nautical publications to plan and display the ship's route for the intended voyage and to plot and monitor positions throughout the voyage.
Please note that in the case of publications listed below, only those parts of the publication which are relevant to a ship's voyage and operation need be carried. In accordance with §33 CFR 164.33, all nautical publications necessary for the intended voyage shall be adequate and up to date. The following table provides carriage guidance on domestic regulatory materials. It also provides guidance on appropriate listed publications in the vessel's SMS manual or relevant extracts from which that may be included in the SMS manual.
