Vessels sailing under the Taiwan Country Flag are required to have on board this flag as part of flag state requirements that derive from maritime regulations in the International Code of Signals and the International Safety Management (ISM) Code. These codes are published by the International Maritime Organization (IMO) as an ongoing effort to reinforce maritime safety procedures and communications to the international maritime community. The white sun signifies democracy and equality, while the 12 rays emanating from it concern the 12 months of the year and 12 hours of the day at Equinox. Blue is meant to stand for nationalism and liberty defined by Sun Yat-Sen, founder of the Republic of China.
