About the Author

Craig Allen

Craig H. Allen is a retired Coast Guard officer and the Judson Falknor Professor of Law Emeritus at the University of Washington, where he teaches maritime and international law. He formerly held the Charles Stockton Chair in International Law at the U.S. Naval War College and served as the Distinguished Visiting Professor of Maritime Studies at the U.S. Coast Guard Academy.
