Vessels sailing under the Vanuatu Country Flag are required to have on board this flag as part of flag state requirements that derive from maritime regulations in the International Code of Signals and the International Safety Management (ISM) Code. These codes are published by the International Maritime Organization (IMO) as an ongoing effort to reinforce maritime safety procedures and communications to the international maritime community. Fleet management companies and ship owners are responsible to ensure that each vessel in their respective fleets have the appropriate flag signage onboard to be in compliance. This flag is used to identify the flag state a vessel is sailing under and to communicate with other vessels under the provisions of the International Code of Signals.

The Vanuatu Country Flag is recognized as a yellow Y that bisects the flag. Black striping follows the outline of the Y shape, and the hoist, or left side of the flag is where the prongs of the symbol diverge. A black triangle fills the space between the prongs and holds the Vanuatu symbol of prosperity, a yellow boar tusk with two crossed fern leaves over it. The background on top of the Y symbol is colored red, while underneath is filled in with green. The yellow is meant to represent Christianity and sunshine, while the red symbolizes bloodshed. Green depicts the lush vegetation of the islands while the black portions represent the native Melanesian population.
