Vessels sailing under the Palau Country Flag are required to have on board this flag as part of flag state requirements that derive from maritime regulations in the International Code of Signals and the International Safety Management (ISM) Code. These codes are published by the International Maritime Organization (IMO) as an ongoing effort to reinforce maritime safety procedures and communications to the international maritime community. Fleet management companies and ship owners are responsible to ensure that each vessel in their respective fleets have the appropriate flag signage onboard to be in compliance. This flag is used to identify the flag state a vessel is sailing under and to communicate with other vessels under the provisions of the International Code of Signals.


The Palau Country Flag, adopted in 1981 consists of a light blue background with a golden moon sitting off center by 1/4 the flag length measured tangentially from the left of a centered disc toward the pole. The moon representation is designated to be 6/10 the width of the flag. The blue is said to represent sovereignty, freedom and the ocean, while the moon represents peace and activity. The full moon is an ancient sacred symbol to the people of Palau representing human activity, planting, peace and love. The Palau Country Flag is designated to be proportioned 5:8, height to length, respectively. This flag may be used both as the civil and state flag.
