Vessels sailing under the Finland country flag are required to have on board this flag as part of flag state requirements that derive from maritime regulations in the International Code of Signals and the International Safety Management (ISM) Code. These codes are published by the International Maritime Organization (IMO) as an ongoing effort to reinforce maritime safety procedures and communications to the international maritime community. Fleet management companies and ship owners are responsible to ensure that each vessel in their respective fleets have the appropriate flag signage onboard to be in compliance. This flag is used to identify the flag state a vessel is sailing under and to communicate with other vessels under the provisions of the International Code of Signals."

The flag of Finland features a blue cross laid horizontal over a field of white. The flag was first used by a yacht club. Over the years this flag has evolved from being a yacht club flag to being a flag for the government of Finland. The country has had many different struggles over the year, which has led to changes in the flag. In 1917, Finland gained their independence from Russia in 1917 and held a contest throughout the country in order to find a new flag. A version similar to this flag managed to win the contest. The flag changed designs several times over the year and in 1978 the flag design was finalized to the design you see today.
