The Marine Terminal Baseline Criteria and Assessment Questionnaire was produced by OCIMF to encourage uniform assessment of standards of safety and environmental protection at chemical, gas and oil terminals. The publication supercedes the ‘Marine Terminal Survey Guidelines’. It is comprised of three parts plus appendices. Part 1 provides guidance notes. Part 2 contains the baseline criteria and accompanying questions, which are grouped into ten different sections. Part 3 provides additional questionnaires as examples to assist the assessor during a jetty site visit or when conducting inspections of SPM’s. Appendix A contains a representative list of publications that may be referenced to obtain additional information relating to the topics covered by the baseline criteria. Appendix B provides guidance on the documentation that may be required from the terminal support as part of the Marine Terminal Assessment process. Neither of these lists should be considered as being exhaustive. his document is intended to complement the information and advice contained within the International Safety Guide for Oil Tankers and Terminals (ISGOTT), which remains the prime source of technical guidance on tanker and terminal operations.
