Vessels sailing under the Tuvalu Country Flag are required to have on board this flag as part of flag state requirements that derive from maritime regulations in the International Code of Signals and the International Safety Management (ISM) Code. These codes are published by the International Maritime Organization (IMO) as an ongoing effort to reinforce maritime safety procedures and communications to the international maritime community. Fleet management companies and ship owners are responsible to ensure that each vessel in their respective fleets have the appropriate flag signage onboard to be in compliance. This flag is used to identify the flag state a vessel is sailing under and to communicate with other vessels under the provisions of the International Code of Signals.

The Tuvalu Country Flag, officially adopted in 1978 and restored in 1997, is represented by a bright blue background. The upper left corner, or hoist side of the flag is dominated by the United Kingdom Union Jack. This is represented by a dark blue background, intersected by a red X outlined with white stripes and a centered red cross outlined in white stripes. Nine golden five pointed stars adorn the fly side, or right side of the flag against the light blue background. These stars represent the nine islands that make up the country of Tuvalu. Three of these stars are offset toward the top, while the other six cross from just right of center at the bottom of the flag to midway up near the fly side. The Tuvalu Country Flag is designated to a proportionate ratio of 1:2, height to length, respectively.
