These efforts formed the basis of what was to become the Inland Navigation Rules Act of 1980, consisting of thirty-eight rules and five annexes published as regulations. While there are some minor differences between inland and international sea travel laws, most notably in Annex V, they have been crafted and aligned with preserving human lives at their core.
